EI Research Partners is a consultant collective. In addition to working as independent consultants, we organize workshops and discussions for the community of research and evaluation practitioners interested in the promotion of democracy and human rights worldwide.

Laura Adams
Laura is a sociologist and qualitative methodologist with experience in both the practitioner and academic worlds. She specializes in organizational strategy, participatory learning, social science communication, applied research, change management, and building bridges between social science and practice in projects that support democracy, human rights and accountability around the world. She has a Ph.D. in Sociology from UC Berkeley.

Bret Barrowman
Bret is a political scientist with eight years of experience researching and evaluating democracy programs. At the International Republican Institute (IRI), he managed research projects related to political party development, civil society and social movements, anti-corruption, political communication, behavioral science, and social scientific research methods. Prior to IRI, at Analyst Institute, he managed randomized controlled trials (RCTs) for domestic civic organizations to help optimize their political and civic engagement programs. He has a PhD in Political Science and MA in Security Policy Studies from the George Washington University.

Kate Krueger
Kate is an evaluator and research manager with over ten years of experience designing, implementing and evaluating democracy programs. She specializes in qualitative and mixed-methods approaches, social science research methods, multi-site portfolio evaluations, organizational evaluation capacity development, and translating research into actionable programming. She holds an M.A. in Democracy & Governance from Georgetown University.

Daniel Sabet
Daniel has over 20 years of experience researching, evaluating, and supporting democracy, human rights, and governance initiatives. He loves analyzing survey data in a randomized controlled trial as much as he enjoys in-depth qualitative interviewing for a case study. Daniel has a PhD in Political Science from Indiana University.

Christopher Grady
Chris is a political scientist and quantitative methodologist. His methodological expertise is in randomized experiments, causal inference, and survey methodology. His substantive expertise is in manifestations of commitment problems and collective action problems, especially as they relate to governance. At USAID, he led efforts to integrate research into USAID programs and to improve the rigor of program evaluations. He holds a PhD in Political Science from the University of Illinois.

Morgan Holmes
Morgan is an expert in evidence-informed policy, evaluation, and democratic governance. At USAID, she led agency-wide efforts to improve learning and evidence use, managed global research partnerships, and oversaw impact evaluations in dozens of countries. She also helped design and manage innovation funds to test and scale proven solutions and advises the World Bank and other institutions on evaluation and innovation strategy. She has a BSc from Georgetown University’s School of Foreign Service, and an MSc in Development Studies from the London School of Economics.

Marcia Mundt
Marcia is a researcher and evaluator specializing in democracy, social justice, and community resilience. She most recently served as Senior Director of Research, Evaluation, and Learning at CEPPS, where she led learning and accountability efforts for large-scale USAID-funded democracy assistance programs. She has also worked with the U.S. Institute of Peace, City Year, and the City of Cambridge (among others) on applied research and community development initiatives. Marcia holds a PhD in Public Policy from the University of Massachusetts Boston and an MA in Peace Studies from the University of Bradford.
