About EIRP
Eidos Insights Research Partners is a research and evaluation consultancy that helps foundations, nonprofits, and civic organizations use evidence to strengthen their work. We specialize in the democracy and rights sector, with deep experience in evaluation design, portfolio-level learning, practitioner-facing research, and adaptive strategy. Our name, Eidos, means a group’s way of understanding the world and reflects our commitment to collaboration that is grounded in context.
Our partners bring more than 60 years of combined experience across academia, the U.S. government, and international organizations. We have designed and led evaluations, learning systems, and research programs in more than 30 countries. That work taught us what it takes to produce evidence that people actually use.
We founded EIRP in 2025 because we saw an opportunity to bring our international experience directly to the organizations that need it most, particularly U.S. foundations and civic organizations navigating a rapidly shifting political landscape. We work at every scale, from a focused evaluation of a single program to a multi-year learning partnership across a funder's entire portfolio.

Laura Adams, co-founder
Laura is a sociologist and qualitative methodologist with experience in both the practitioner and academic worlds. She specializes in organizational strategy, participatory learning, social science communication, applied research, change management, and building bridges between social science and practice in projects that support democracy, human rights and accountability around the world. She has a Ph.D. in Sociology from UC Berkeley.

Bret Barrowman, co-founder
Bret is a political scientist with eight years of experience researching and evaluating democracy programs. At the International Republican Institute (IRI), he managed research projects related to political party development, civil society and social movements, anti-corruption, political communication, behavioral science, and social scientific research methods. Prior to IRI, at Analyst Institute, he managed randomized controlled trials (RCTs) for domestic civic organizations to help optimize their political and civic engagement programs. He has a PhD in Political Science and MA in Security Policy Studies from the George Washington University.

Marcia Mundt, co-founder
Marcia is a researcher and evaluator specializing in democracy, social justice, and community resilience. She most recently served as Senior Director of Research, Evaluation, and Learning at CEPPS, where she led learning and accountability efforts for large-scale USAID-funded democracy assistance programs. She has also worked with the U.S. Institute of Peace, City Year, and the City of Cambridge (among others) on applied research and community development initiatives. Marcia holds a PhD in Public Policy from the University of Massachusetts Boston and an MA in Peace Studies from the University of Bradford.
EIRP works with a trusted network of experienced independent consultants who join project teams based on fit and availability.

Anna Kuznetsova
Anna has partnered with nonprofits, international organizations, and the U.S. government to design, manage, and evaluate programs across Europe, Eurasia, Southeast Asia, and the United States. She supports initiatives focused on civic engagement, community development, inclusive governance, and organizational effectiveness. She has led mixed-methods assessments, facilitated multi-stakeholder co-creation workshops, guided organizations through strategic planning processes, and coached teams in strengthening their learning systems. Anna has an MA in Public Policy and Management from University of York and an MA in Program Evaluation from University of Melbourne.

Daniel Sabet
Daniel has over 20 years of experience researching, evaluating, and supporting democracy, human rights, and governance initiatives. He loves analyzing survey data in a randomized controlled trial as much as he enjoys in-depth qualitative interviewing for a case study. Daniel has a PhD in Political Science from Indiana University.

Morgan Holmes
Morgan is an expert in evidence-informed policy, evaluation, and democratic governance. At USAID, she led agency-wide efforts to improve learning and evidence use, managed global research partnerships, and oversaw impact evaluations in dozens of countries. She also helped design and manage innovation funds to test and scale proven solutions and advises the World Bank and other institutions on evaluation and innovation strategy. She has a BSc from Georgetown University’s School of Foreign Service, and an MSc in Development Studies from the London School of Economics.
